Dupa ce Sam Steele (Marc Singer), un tanar politist, se alatura diviziei din Los Angeles, detectivii corupti ai departamentului trebuie sa inventeze strategii complicate pentru a pastra aparenta de onestitate. Capitanul Ellsworth (Dennis Hopper) tempereaza cu greu zelul novicelui Steele, care actioneaza mai mult pe cont propriu, ignorand ordinele superiorilor.
